    It's a work that should be encouraged both in the domestic and international. "Agenda of 21century" points out: "If you want the forests to survive and continue to make contribution to humankind, It's needed to make people recognize the social, economic and ecological values of trees, forests and woodlands, including the consequences of forest destruction. "It is reported that developed countries are negotiated to the Brazil who has rich tropical rain forests to make the Brazilian people scale down the logging of tropical rain forests on the compensation of huge ecological benefit."
    Forestry is an industry and it is also a public welfare. Its construction and development must rely on the strength of the whole society, so we hope to make the quick establishment of forest ecological benefit compensation mechanism, accounting out of the compensation amount, in order to make a change to the slow development of forestry, push Chinese forestry construction onto a sustainable development path and promote a more healthy and orderly development to "returning farmland to forest projects".
    Sichuan is located in the upper reaches of the Yangtze River, 96.5% land area of which belongs to the Yangtze River area. There exists 69.3 thousand hectares of slope arable land in the province. In the long term, the irrational use and extensive management of slope land leads to serious soil erosion and regional eco-environmental degradation, so far, area of soil erosion across the province reached up to 223.4 thousand square kilometers, accounting for 46.1% of the province's land area, the total annual soil erosion up to 950 million tons, and an annual sediment volume inflowing to the Yangtze River more than 600 million tons, which seriously affected the ecological and environmental security of the three Gorges reservoir area and lower reaches of the Yangtze River.
    Therefore, the state, from a strategic height, in 1999 make a formal proposal to "enhance the western ecological environment construction,"and make "returning farmland to forest (grassland)"pilot jobs better, and the project will first start in Sichuan. Sum up the previous pilot work, Sichuan Province in the future should focus on the solution of "what kind of land is returned, what kind of forests are planted." Returning land to bamboo is an integral part of the policy of returning land to forests, so the research on this technology is greatly significant and necessary.
    In connection with what kind of forests should be planted after return of farmland to ensure both stable economic income and significant improvement of ecological environment, Sichuan province choose bamboo species plants as primary target for returning farm land. This is because the bamboo plants have the characteristics of rapid growth rate, short cutting cycle, high output, wide range of uses, strong function of ecological protection and sustainable development, etc, which makes it possible to achieve the main objectives of return of farmland to forests and improvement the ecological environment, and comply with the practical requirements of adjustment the industrial structure, development of regional economy with local characteristics, and acceleration of mountain poverty alleviation. Thus, in the country, in many of returning farmland to forests areas suitable for the cultivation of bamboo, the economic bamboo species is regarded as the first choice of tree species of returning farmland to forest.
